Several French public schemes can reduce the cost of a digital project: the innovation tax credit (20% of eligible spending in mainland France), the Diag Data IA co-funded at 40% by France 2030, Bpifrance’s AI Accelerators, and regional grants. None of them automatically funds a business app: check eligibility before you commit any spending.
Public funding can lower the cost of a digital project, but it does not turn a bad project into a good investment. Below are the French schemes I verified as active on official websites in October 2026, what they actually fund, and how to factor them into your decision without building the budget on uncertain money. They apply to companies based in France. This page is not a substitute for advice from your accountant: eligibility depends on your exact situation.
French schemes active in October 2026
Review carried out on October 27, 2026, on the official sites linked below (all in French). Amounts and conditions can change: check the source page before making any decision.
| Scheme | For whom | What it funds | Form | Source |
|---|---|---|---|---|
| Innovation tax credit (CII) | SMBs subject to French corporate or income tax under the standard regime | Designing prototypes or pilot installations for new products | 20% of eligible spending in mainland France, capped at €400,000 of spending per year, until December 31, 2027 | entreprendre.service-public.fr |
| Research tax credit (CIR) | Companies doing R&D work | Research spending | 30% up to €100M of spending in mainland France | economie.gouv.fr |
| Diag Data IA (Bpifrance) | SMBs and mid-sized companies with 10 to 2,000 employees, on the French trade register | An 8-day assessment to identify and prioritize AI use cases | $11,200 (€10,000)excl. VAT, 40% covered by France 2030 | entreprises.gouv.fr |
| AI Accelerators (Bpifrance) | Leaders of SMBs and mid-sized companies (size and age criteria apply) | An 18-month consulting and training program on data and AI | Paid program, partly subsidized | conseil.bpifrance.fr |
| Innovation loan (Bpifrance) | Companies with an innovation project | Technology, process or organizational innovation, feasibility studies | Loan of up to €3M | economie.gouv.fr |
| Regional grants (example: Normandy) | Depends on the scheme | External consulting, innovation projects | Grant or zero-interest loan depending on the project | AD Normandie |
For the AI Accelerators, the French ministry lists entry criteria (more than 50 employees, revenue above €8M, at least 3 years in business) and a share funded by France 2030, while Bpifrance’s consulting site mentions a subsidy rate that varies by format. Ask Bpifrance for the exact remaining cost before you commit.
What these schemes actually fund
It is worth being clear-eyed: most of these schemes do not directly fund building an internal management tool.
- The CII and CIR cover innovation and research as defined by French tax law. An application that digitizes an existing process (orders, scheduling, CRM) is usually not a “new product” that outperforms what is on the market. A project with a genuine innovative component may qualify, but it has to be documented and validated.
- Diag Data IA and the AI Accelerators fund assessment and consulting, not implementation. They are useful upstream: they help you pick the right use cases, which you can then build with the provider of your choice.
- Regional grants vary the most. In Normandy, for example, AD Normandie offers Impulsion Conseil, a grant covering part of an external consulting engagement, and Impulsion Innovation, as a grant or zero-interest loan. Each French region has its own schemes: check your regional development agency’s website.
- Loans do not reduce the cost, but they spread it out. They can help with a project whose return on investment is already proven.
Traps to avoid
- Building the budget around the grant. If the project does not stand without funding, it does not stand. Calculate the return on investment without any grant first, then treat funding as a bonus.
- Signing before applying. Many schemes require the application to come before the spending. A deposit paid too early can make the project ineligible.
- Bending the project to fit the grant. Adding an “innovative” feature to tick a box makes the project heavier and more expensive without serving the business.
- Forgetting lead times. Review periods and payment upon proof of spending mean the money often arrives after you have paid. Plan your cash flow.
- Relying on an old list. Schemes change. Always check the official page.
When chasing funding is not worth it
For a project of $6,800 to $22,400 (€6,000–€20,000)excl. VAT, the time spent on a complex application can exceed the expected gain, especially when eligibility is uncertain. In that case, it is better to reduce the scope of the first version, as explained in the page on MVPs, and fund what comes next from the gains of the first one.
On the other hand, for an AI project where you do not yet know where to begin, a co-funded assessment is a genuinely good deal: it clarifies priorities before you invest.
How to factor funding into your project
- Price the project without any grant: the estimator gives you a range in one minute, and the full price list is on the pricing page.
- Ask your accountant about the CII and CIR, and your regional agency about its schemes, before signing anything.
- Run the scoping phase: the requirements document, schedule and fixed quote it produces can be used as supporting documents.
- Submit the application, wait for approval or acknowledgment if the rules require it, then start the project.

Frequently asked questions
Do these grants apply to companies outside France?
No. The schemes on this page are French: they apply to companies registered and taxed in France, sometimes with extra conditions on size, region or age. Other countries have their own programs, which this page does not cover.
Is a custom business application eligible for the innovation tax credit?
Not automatically. The French innovation tax credit (CII) targets the design of prototypes or pilot installations for new products that outperform what is already on the market. A standard internal management tool usually does not qualify. Have the project reviewed by your accountant or an advisor before counting on it.
Do we need to apply before signing the quote?
For many grants, yes: the application must come before the spending is committed. Check this condition in each scheme’s rules before signing a purchase order or paying a deposit.
What documents should we prepare for a funding application?
It depends on the scheme, but you will almost always be asked for a project description, a budget and a schedule. The requirements document, schedule and fixed quote produced during scoping cover most of it; the exact list is in each scheme’s rules.
How often do these schemes change?
Often. Schemes, rates and budgets change with French finance laws and calls for projects. This page reflects a review carried out in October 2026: always check the official page before deciding.
